Town Gown Committee

Mission

To address issues on matters involving the relationship between the Town of Boone and Appalachian State University. In addressing these issues, the committee will consider and uphold:
•Efforts to promote healthy communication and dialogue among student residents, permanent residents, property mangers, town and county government officials, university administration, business owners, community organizations and all other parties interested or involved.
•Efforts to promote and implement resolutions to address community concerns, particularly on issues involving co-mingling of student residents and permanent residents. These issues include, but are not limited to, shopping areas, residential neighborhoods and affordable housing, roads, water, sewer, electricity, etc.
•Efforts to be well informed, by enlisting, on an ad hoc basis, the help of interested townspersons, business owners, students, and/or university community members who are not formal members of the committee in order to gain additional input, opinion, or assistance in carrying out its duties.
•Efforts to form programs, policies, or events to improve relations between the Town of Boone and Appalachian State University.
•Efforts to address issues of the impact of off-campus housing on the community.
•Efforts to address the issue and impact of on-campus construction projects and town zoning regulations on the University.
•Other projects consistent with the stated purpose of the committee.

Appointment and Term

All names shall be submitted by May 5th for the following school year. All appointees shall serve terms that begin on or after May 20, immediately following confirmation by the Board of Trustees and the Town Council, and end on May 19th of the year in which their term is to end, unless they are appointed to the committee because of a specific position they hold with either the University or the Town.

The Chancellor of the University (or designee) shall submit names of representatives from the University’s campus staff, administrators and students. University representatives will hold terms as long as their position dictates.

The President of the Student Government Association will submit names of student representatives from the undergraduate student body to the Chancellor. Undergraduate students will hold a term of one year and may be re-appointed under the provision that they are still enrolled as an undergraduate student at the University and will remain enrolled for the entirety of their term.

The Mayor shall appoint, with consent of the Boone Town Council, representatives from the Town of Boone. Town representatives will hold terms for two years and may be re-appointed under the provision that they continue to be engaged and involved in the organization for which they were initially appointed.

Any member who wishes to vacate their position shall notify the chairperson, who shall notify the appropriate appointing entity. Members may not be reappointed in a different capacity from the one which they were initially appointed unless they have been off the committee for a period of at least two years.

Meetings and Officers

The committee shall hold meetings in accordance with open-meeting laws at a minimum monthly interval. If necessary, the committee may schedule additional meetings. Officers will be elected during the first meeting following confirmation appointments by the Town and the Board of Trustees on or after May 20th. Subcommittees shall be created as necessary by the committee. Meetings will allow for 10 minutes of public comment by five or fewer community members at the beginning of each meeting, with the time divided evenly among the speakers. Sign-up immediately prior to the meeting is required.

Board Reports

The committee shall publish an annual report to be presented to the Boone Town Council and to the Appalachian State University Board of Trustees as well as the Boone and Appalachian State University communities. The report shall include how the committee has fostered communication between the Town and the University; the current status of resolutions formed to address concerns and issues; the discovery of problems that need to be acknowledged and goals for the next consecutive committee to address; programs and/or policies formed to improve relations between the Town and the University; the current state of the relationship between the Town and the University; any other information that the committee feels is pertinent and relevant to its purpose.
